Command Panel no longer contains all the items it used to. In afterwards versions of Windows 10 some items that were previously in Control Panel have migrated to Settings.

Y'all are correct though that you tin still access and pin Control Panel to the Task Bar for easy access.

This is why I'k done with Windows 10. They literally won't let you utilise your own browser at all with Cortana. Windows 10 is heading towards consummate automation and control over user choices. Private browsers, private operating systems like Qubes. That'due south your best bet. Just exist done with Windows 10. Information technology is a map of failure.
